Here is description of the system. To make the explanation more clear I'm using similar opened device. We can say that the left side where is the diode is the Engine side with 20-40 Volts and the right side is Governor side with TTL logic 0-5 Volts. The two sides are not in mechanical contact. They use for communication invisible light.
